A direct Punch? Honestly, I'd say no one. Like, if she manages to land a CLEAN hit on the face, it would tare through in all likely hood. Idk tbh maybe some of the top tiers? Oh, and Suigetsu and Kimimaro probably.

Madara had Hashi's Sage Mode when he tanked those bijuu- but he is still pretty tough so maybe he can even without.

The rest seem legit though...not sure about Sasuke though. At base he really doesn't have anything to tank that sort of hit. I'd say the same for Naruto but Uzumaki are naturally built for endurance by clan trait.

Base Edo Madara already tanked Tsunade super strengh (When Mabui teleported Ay and Tsunade to the battlefield, Tsunade appeared infront of Madara and delivered a super powered kick, and edo Madara blocked it with his bare forearm without sustaining damage whatsoever) so definitely base EMS Madara would too (Living bodies are more durable than Edo's, mangaphax). Oro also tanked Tsunade's punches in part 1 and definitely Kimimaro would tank it too. Not so sure bwt Naruto, Karin, Kushina, and Hashi (in base ofcourse), manga seems to point towards this clan/clan extension being capable of the feat, but we honestly have no concrete evidence or comparable feat (unless base Naruto tanking shinra tensie counts). Kisame tanked Hirudora so he might be contender too. Kakuzu as well unless his earth armour thingy doesn't count as 'base'. Hidan would definitely tank it and the Raikages too. That's bwt it I think.

Exactly. No one can tank a direct hit from tsunade in base mode. But most shinobi can use different techs to handle her strength.....but in base mode, no one can.

Here's a question: Would tsunade be able to kill with a single hit if she weren't using her 1000 seal technique?

When naruto saw sakura open her 1000 seal tech, that's when he said if sakura punches me, I'll be killed. so maybe tsunade and sakura have to open the 1000 seal tech to be able to land those devastating one hit kill punches.
