Count Katsuyu, Tsunade by far. Katuyu can heal her after she's been cut in half.

With Katsuyu out of the picture? Probably about even. It would take cutting her in half(or decapatating her) to kill her without Katsuyu. And there isn't much of anything that can penetrate the 3rd Raikage's lightning armor.

Hmm, I'd have to say the Third Raikage. Tsunade's good but I just couldn't see her taking on a Bijuu.
