I just think Sasuke's ps is too much for Gai's EE. NM is debatable but just to be safe I'll say Sasuke's PS would take EE . I could go into it more but I'm stuck with my phone atm

3rd Raikage could probably physically tank it, seeing how the only thing that can pierce his chakra shield is himself.
Suigetsu should be able to negate it by turning into water and stalling out until Might Gai dies.
Obito can technically stall it out also. He can use Kamui and phase into the ground, then wait out until Gai dies.
