I can only think of Madara, Hashirama, Naruto and possibly Itachi due to the yata mirror. And they would all suffer massive damage.

And we all know Obito can faze so it wont hit him, Tobirama and Minato can teleport.

Minato can teleport alone with pain to avoide the chou Shinra whatever power push or something similar.....

Perfect Susnaoo and Shinsuusenju would effortlessly tank Chou Shinra Tensei. Naruto's Kyuubi cloak tanks it as well. If you think a move that fodders survived by hiding in Katsuyu will damage PS and Shinsuusenju which already took on Bijuu Damas and didn't break, then slap yourself.

Inb4 someone comes with that large AoE meaning strength BS.

I think people above Elite Jonin level can certainly withstand it's power....

Reason: Damage inflicted by Chou ST is due to the collision of the target with anything around with massive forces...
If it's in a plain ground then the target will just get thrown to a more distant location, making none-low damage...
