Tsunade is probably the only one who can tank it and live.

theres many ways to avoid or dodge it tho. Susanoo,ftg , a sand shield, izanagi.

Gaara.. he can use sand to fly high into the sky thus avoiding the technique... i dont this his sand can be used to block however since his sand will jsut get pushed back

Obito.. this is obvious because of kamui

Kakashi.. this is debatable since he cant exactly use kamui the same way as obito however he could still use kamui to teleport himself to the other dimension since he has already been shown to bring himself back

Minato.. again debatable however his S/T techs could potentially save him from this tech depending on how the techs are used

Madara.. another rinnegan user can just deliver back the same amount of force thus neutralising the attack

Kabuto.. we have seen he can liquidize himself this could be the key to his survival against this

Itachi.. his susano has the legendary items yata mirror and totsuka black.. the yata mirror could be his savior here.. im not sure how other susano's would fair but maybe they can take enough of the force to let the user survive

Suigetsu and the hozuki clan.. same reason as kabuto as they can liquidize

Tsunade.. thanks to her great healing capabilities

Hashirama.. again he was said to have great healing capabilities

Orochimaru.. i feel i dont even have to explain his case :| however his rebirth tech is enough here

Psss, that's what i'm saying. **** is just hax. But perhaps some people will have the reflexes to activate their Jutsu when he screams Shinra Tensei. The thing is, the pressure on the victim will just be outrageous, because there will be a large force over a small area (as opposed to a large force over a large area like Konoha). Seriously, getting hit by a Chou Shinra Tensei from only a few meters above your head is like getting hit by Dust Release. There'll be nothing of you left.
