Yes he could, edo hashirama(who is weaker than alive hashi) on his own was able to completely subdue the juubi with his gate of the great God technique. The juubi was powerless and don't forget both madara and obito used hashirama's power to control the juubi

Kaguya, Hagoromo, Haruma(if he can finish it off). Madara and Juubito. (focused juubi>unfocused juubi). DMS Kakashi would merely send the Juubi to another dimension. Naruto would blitz it, and/or use powerful jutsus, following with tearing out the bijus away from it. Sasuke would also blitz it and would use preta path to suck out all of its chakra. Toneri might be able to beat it. (he might not have the abilities necessary to finish it of).

Hashirama could subdue the jubi for however long but he can't kill it. Doesn't have the gunz to do so.

I'm not going to count people who's powered by the Juubi because to me, that kinda defeats the purpose.
