Kimimaro is arguable due to fact that he died young without much development, but Lee and Neji have 4,5 DB stat in speed (same as Sasuke) and higher taijutsu skills so they are very well able to react such strike. Neji has 360 degress of vision and Lee needed usage of gates to contend with strike of 64 palms, and Lee knocked Samehada from Kisame, also reacted and blocked Haku in ice mirrors(a very fast state) at war arc simultaneously with Gai. Not even mentioning gates.
