Kakuzu's masks can fly and kill deidara, he can chop hidan into pieces, tsunade can't pierce his flesh....she doesn't have lightning release or any other for that matter.

That's why they work in teams. Just like no Ninja from a village can take on an akatsuki member one on one, they have to work in teams.
