erm Tobi and possibly Minato but a chou shinra tensei is undodgeable without space time who could survive it is a different question

Withstand it: Naruto Kiuby mode, Bee in tailed beast form, Thrid Raikage, Itachi, Sasuke, Madara (maybe because of susanoo)
Dodge/Avoid it: Tobi, Minato (For sure) Naruto in KM, Shishui, and Raikage (They might just be fast enough to get out of the blast area)
This considering the huge Shinra Tensei that wiped the village.

About his regular attacks with the 5 sec intervals... lol all of the above could surely withstand it or dodge it.

i think there's a small period where that shinra tensei ball stops everything held in its range and then it starts repelling. so tobi and minato might be able to get off without being damaged, although they won't be able to dodge it.
