Who can counter Sasuke's shifting power?

Actually, we don't have proof that he can't use it continuously and seeing how he caught up to Madara I am not sure whether Sasujke has a way to deal with the range issue.

After Madara teleported to the Kamui dimmension Sasuke had his Rinnegan eye shut and that usually means he's resting it. We've seen Kakashi do this multiple times after he overused his sharingan and there would be no point for Sasuke to have his eye shut if he didn't over use it.

Madara stopped to get Kakashi's sharingan otherwise Sasuke wouldn't have caught up to him with out teleporting, so someone who has equal or greater foot speed can keep a distance between each other.

Sasuke's Rinnengan based on looks is just a step below Kaguya's so it would make sense if it drains his chakra to keep it active, but Sasuke's S/T jutsu doesn't provide any apparent physical stress so stress is out.

The only reason sasuke would logically close his eye is to conserve every bit of chakra he could for Madara. If the technique was that chakra draining then Sasuke would be panting afterwards. Sasuke reaching Madara is still a huge distance over an extremely short amount of time and Madara started earlier. I could be wrong, but that speed is near that of a Juubi Jin. If sasuke can catch up that quickly he either has some impressive footspeed or he used a technique to help cover that distance.

naruto cant react, people saying sasuke needs to focus have no proof because when sasuke was falling he wasnt focusing on naruto. Besides, he can just teleport naruto to him while he has chidori nagashi around him...but thats only if naruto is within range. I think obito can counter it but madara has no chance

Sound argument. In reality it could be either of our guesses, so we need to see more from the technique to get a better evaluation.

Well, yeah I guess so, but I a lot of ppl r too quick to jump to conclusions though. I can't tell you how many ppl see that a character didn't do something and go ahead and assume that they can't.

Sasuke's jutsu only teleports, it doesn't actually hurt the target.. Sasuke would have to perform another action to the opponent after they are teleported & that small split second gives the opponent time to counter/react/defend themselves.

Although, can Sasuke make someone switch places with a portion of Lava in a volcano? If so, they'll be in trouble. (o , o)

Anyone can counter it if they aren't too startled by it, and are quick enough to defend against his next attack.

Sasuke teleported Madara into his and Naruto's attack. All sasuke needs to do is prepare the jutsu and teleport into point blank range while performing the jutsu.
Example: run with chidori, opponent dodges, and reappear in the direction in which they dodged striking them with the attack.
Feints would also help

That's if he teleports himself to the opponent, if he teleports the opponent, then it will only be 1 action
