maybe kabuto(considering he took almost all of oro's jutsus)
sasuke(maybe with ems...)

Itachi, Nagato, Sasuke and Kabuto can't beat Naruto now...Madara has a chance but not with ease...and thart rat bastard Tobi is avoiding the fight and is using the Jinchurikis.

Naruto is way OP even without Plot no Jutsu. There are still a few people who can beat him but not many. Probably only Kabuto, Madara and Tobi and he is round about = to Sasuke.

Nah right now they are about equal. If Naruto becomes a perfect Jinjuriki then I don't think Sasuke can catch up, even with Rinnegan.

We can't tell who can beat Naruto now that he's fighting with his brains, and he went into war when he wasn't at full Strenght plus he gots his toad summons. I say no one can beat him if he's in Kyuubi mode, has shadow clones with him and have Ma and Pa toad prepare and use their toad song on the enemy Naruto and his clones buy time. No one knows about toad song but Naruto, Jiraiya, the toads, and Nagato (after It was used on him) so the enemy wouldn't be able to prepare for it and wouldn't have a way to defend against it. Bee (maybe) but I don't know who can if Naruto use his brains correctly and use the combinations above.

well he is right, kishi says Naruto and Sasuke are equal. I only think Tobi, Edo Madara, Hashirama, and maybe Nagato could beat Naruto.
