I daresay Minerva, but i think he would find a way to beat her.
First episodes Jura appears I admit i underestimated him. Saw his earth magic as eh but later on noticed that the guy knows how to use it to it's fullest extent.

I didn´t include those about which we don´t know anything, such as Mavis.

^^This is it. I don't think DF Natsu can beat Jura. When Natsu goes DF it is like his opponents go troll and forget the posses incredible strength. Zero wasn't a powerhouse to me he was below Laxus and probably Erza Pre time time skip. Jellal could use his powerful spell to but the little dude down.

I considered Mirajane, but I dont think she has stamina enough to go full out against him. Azuma vs Jura would be a pretty rad fight.

Gray and Gajeel are weaker than Erza, so everyone in FT that's left are Laxus, Gildarts, Makarov and DF Natsu and outside FT Hades, Jellal. Zeref and maybe Bluenote, Jose and Ultear
