At the time? The only one who would have had a guaranteed shot at beating him at the time would have been A due to his speed. Everyone else like Hiruzen, the Sannin, etc. would be a maybe because we haven't see an opponent beat him so far without super speed or his other MS

It is too soon to judge that Obito was fighting in those days...last chapter showed that swirl guy could merge with him and I think all of Obito's fights were handicap in a manner...

And still I believe 14-year old Obito could only win against those who were above him just because he didn't had sharingan...otherwise most can...
