Who can and who can't genjutsu: sharingan control? What are it's limits?

Who among Kage levels can genjutsu sharingan control and why? At the very least it's known it can control the Bijuu, but can it control strong ninja? Honestly I think it depends on the user, because each user has a different level of mastery.

Anybody but uchiha’s with a sharingan. Even Ay was hit with a genjutsu by Edo Madara so you know that kage level opponents get controlled too. Yagura was also smoked by Tobi (Obito) as well.

Blatantly it's promised, a person instantly could be taken mind controlled of by the Ninja at hand - of the calibre of Itachi. Over that, possessed by this Doujutsu backed by skill is the kryptonite of capturing ravageous beasts mental capacities (ability to servantize it).

Honestly, I'm unsure of it's limits. Manga slaps the notion it cannot wipe out the self control of promising shinobi's minds.
