Because he used nearly all his chakra teleporting one TBB. Only people with monstrously high chakra reserves can handle a tailed beast inside of them such as uzumaki and senjus.

But unless he can somehow use TBB himself with it, anyone with the hydrification technique can beat him. That means suigetsu, mangetsu, and the mizukage.
