Sakura and Tsunade for me... Sakura is a Fodder who doesn't know what she wants and can't accept Sasuke's Asexuality

and Tsunade is fodder that doesn't deserve to be Hokage(Jiraiya would be better Hokage)

Hinata KNOWS what she wants(Naruto) instead of going from Naruto to Sasuke and back again... she was also willing to DIE for Naruto TWICE knowing she can't survive... that is LOVE and COMMITMENT
