Chiyo is awfully underrated, IMO.

She fought against Hanzo several times, living to tell the tale(obviously), and no one ever actually managed to seal her edo form during the war. She only went away once Edo Tensei was stopped. And she was pretty impressive vs Sasori too.

Maybe Kishi's most impressively done female character, only real competition being Tsunade.

Yeah... And remember: she fought as an Edo without any puppets. She used fallen shinobi/samurai for that. Underrated indeed.

She was badass. Many people think shes just some weak old lady so they can downplay Sasori.

Tsunade, Mei, and Kurotsuchi are up there 100% due to being Kages. Ameyuri Ringo likewise due to being part of the 7 mist swordsmen. Then of course there's Yugito, who was able to control the two tails' powers . So I'd go with them.

EDIT: Honorable mentions would be Konan, Sakura, Pakura & Hinata. They've got some good points going for them, but not enough to make it into top 5 overall best kunoichi.

Well, that's true, but she made it into the rank of Kage and even has a KG, so that'sa good amount of hype IMO
