Well Blackbeard now has Whitebeard's powers and we dont know know how strong hes gotten in those 2 years. Just an assumption.

Its obvious that Roger is #1 so I didnt include him.

Because Magellan beat the crap out of Luffy with no injuries. Cant see the current Luffy beating him as of yet.

Well Beckman had a haki gun pointed at Kizaru. Of course he'd back down.
