Hmmm im not sure strongest kage is correct term. Im not really sure how you compare them . This is why !

1) Raw strength = Tsunade manga said she is stronger than A.Oonoki uses his( jutsu) to lighten objects.ex turtle island and madara meteors. I dont think anyone would argue that Mei,Gaara,is physically stronger then her .
2)Speed = A hands down doubt anybody would question that.
3)Chakra levels=A manga said 4th raikage has tailed beast chakra levels.While im sure they all have high chakra ,A is the only one stated to have tailed beast chakra level.
4)Defense= Gaara or Oonoki We have seen gaara ultimate defense since part 1. But oonoki stone golem leads me to think rock ninja probably have lots of defense techs.
5) experience = Oonoki was around when madara was still a leaf ninja. Then tsunade,A,.
6) special jutsu= Im not sure, Oonoki has a kekei touta for crying out loud(only two ninja have had this)and can fly.Mei has a double kekei genkei!!! Tsunades byakugou makes her dam near impossible to kill in battle.A body flicker is lightning fast.Gaara can transform the terrain.
7) Terrain would have to be taken into account.
They are all incredibly strong or they woudnt be a kage!! So i have no clue who would win between them.
