Having a contract with frogs doesn’t mean he can go in to sage mode, it just simply means that Yondaime could summon frogs. Jiraiya stumbled upon Mayaboku Mountain when he was traveling; this was before Orochimaru’s deflection from Konoha. Then he forms a contract with the frogs, and inturn teches his student the Yondaime and enters him in to a contract with the frogs

agree, yondaime just had a contract with the frogs but couldn't go to sennin mode ( it's been stated that only jirayia did finished the training succesfully, altough sennin mode isn't perfected ) annd besides jiraiya naruto is the second one to do it and finish it
