Who are the best that could take on itachi or sasuke in a fight?

No, is not that simple. There are many characters who can counter the sharingan techs.

gaara is the only one maybe onoki he fought madara and is still alive and becasue of hs age and experience sasuke's genjutsu isn't gonna work on him the problem is itachi oh i forgot naruto cause he's a jinchuriki and he's incredibly powerful

okay so my people are gaara and naruto, kabuto also orochimaru when he had the two kage as summons i think the only reason we didn't see their full power was because of the plot. and maybe just maybe onoki but i doubt he could beat itachi's genjutsu

naruto, kabuto, gaara, oro with 2 kage summons > ems sasuke, ms itachi (without tsukuyomi) FACT

as for dead people hashirama, minato if he can put a seal on susano (cause i dont know if its actually possible), third raikage with that thing that can seal the eight tails (maybe). but definetly hashirama

not sure abt onoki,his jinton would wipe out susanoo,but he needs to be still,and it takes a dew secs,sasuke could snipe him out with an arrow,itachi with a magatama. Minato has only rasengans and kunais,he might be able to get them inside susanoo,but he needs to put a seal on them or something,dont really see that happening especially with sasuke's tendency to put up susanoo as his first move

Hashirama and Naruto are the only ones without dojutsu that can beat Sasuke and Itachi and both of them are capable of doing so with negligible difficulty.

People like Mu and Minato have good chances as well but more times than not I would side with the Uchiha bros. Maybe the 2nd Mizukage. I guess Gaara in the desert could beat them 1 on 1 as well since he can just bury them forcing them to use susanoo but then they can't do much except for camp in susanoo until their chakra runs out.
