If this got animated by a god tier studio, then NEO will be the creepiest villains and almost one of the best. I'll let these manga pages showcase how sadistic he is when it comes to hunting his prey.

Dbz probably has best traditional villains in anime Period. The homunculis in fma are pretty close in that regard too.

Light yagami is one of the best tragic villains, though whether you consider him a villain or not is interpretational.

Also I could agree with your list for villains when it comes to villains that are *******s for the sake of it and nothing else.

Worse villains only ones that come to mind immediately are naruto villains like madara and kaguya especially the latter.

Not really much variety here but I don't watch much anime(though I have seen many) and I don't like it enough to use all my resources for this topic.

He's a not a villain tbh. He is a hero, only reason why he's not in my list.
Yeah except he's not. He started with good intents but became a selfish egocentric prick who got too full of himself and his "power" that's the archetype of a villain. He started killing people for his own personal gain, that's not heroic.

Best villains:
.Jason - Tokyo Ghoul.
.Esdeath - Akame ga kill.
.Gilgamesh - Fate series.
.Ferid Bathory - Owari no seraph
.Hana - Prison School :lol
.Accelerator - Toaru Majutsu no Index.

Worst villain ever... I don't really know. Of all the anime/manga i've watched and read, i think Kaguya was the stupidest villain i've ever seen tbh.

the shilolololololo laugh XD but I didn't put him since he's no major villain, Ceaser's laugh is more bearable that the "kishishishishishishishi of Moriah XD
Those laugh should be banned , thats it :p
Both were unbearable loll Everytine they laugh , I wanted to put q-tips in my ears deep enough to make them bleed ;)

His personal desires stopped all the wars in the world and dropped the crime rate of the entire globe by 70%

Anyway doesn't the law itself sentence people for some other people's "gains"? Sure their crimes play the major factors for the punishment but if those victims/victim acquaintances did not demand justice would law truly stop criminals if they're not directly opposing the government?

Selfish doesn't translate into evil

Those who went against him went against his. Future accomplishments though, he started killing criminals yet those people did not want that to continue. They didn't want criminals to get punished and therefore they were no good in his view. Plus he might have become morally corrupt as he eventually started to think that the lives of some people had no value in comparison to those of the innocents, but those morals were built by the society, a society that hypocritically rejected his ideals yet supported the law. This is the very reason why he seemed evil.

Overall though, I do get what you mean. Going by your average definition of a hero, light was clearly not. But a hero is by nature selfish, as they save people to either feel good or to do the "right " thing, thus selfish =/=evil
