Shikamaru is an Advisor to Naruto, exactly like how those 2 old folks and Danzo were Hiruzen and Tsunade's advisors. You're allowed up to 3 Advisors so either Naruto chose to only have 1, Sasuke is 1 but is on a mission, Tsunade is 1 to provide guidance, or one of K11 are the other 2?

As for body guards, he has 9 Bijuus guarding him if need be haha. Who's going to even try messing with Naruto? He's the strongest ninja around; only Sasuke could pose a problem and they're on the same side. No other Kage was on Naruto's level in war arc let alone Naruto after he got full Kurama, Hashirama's cells, and 12 years of training/experiences.
