Tsunade healed Kakashi and Sasuke of Tsukuyomi by just placing her hand on their heads so I know she can and thats a fact.
Other might be Onoki, Hiruzen, Hashirama because of their powerful will of fire/stone

That is not a fact ... Just because she can fix the disturbed Chakra of others doesn't mean she can fix her own under the Jutsu...
Like someone else said, a doctor can save someone's life if they're shot. That doesn't mean he could save his own life of he were shot.

- Uchiha break genjutsu easily = able to control brain chakra better than others.
