Well Minato cant use it because he only has 1 arm Lol so he cant perform the hand signs .

Hiruzen can still perform the jutsu maybe , but people say only living non jin beings can do it.
Hiruzen is technically a corpse still. He does have a soul though.

I don't know where it says only living humans can perform Reaper Death Seal or if it even says that.

all edo cant perform their strongest jutsu though. Look at Edo Itachi without Yata and Edo Hashirama without the 1000 hands goddess summon.
