Going by feats, Madara. May I also mention that although Whitebeard was hyped to be able to destroy the planet, Madara also had ridiculous hype.

I mean, what the heck! White beard was hyped to be able to destroy the planet, but Madara's hyped to be able to break anything in the universe with a single sword swipe! This is why you need to not go hype only.


Another thing to consider is that they never got into how Whitebeard could destroy the world. Was it in one go? Would it be in tons, upon tons of effort? Would he use his seismic powers to destabilize the earth's core, which really doesn't make it a useful power? You really have no idea how he'd go about wrecking the world, so stop assuming he can one-shot it. Buu could destroy the universe, but it's obvious he couldn't do it in one go either.



PS puts Madara on par in power. Combined with wood style appearing to surround and bind Whitebeard, and well, Madara wins.
