Every character in Naruto is white. Oro is most likely white to make himself creepier. Would you be scared of him if he was black? No I don't think so. A white male with an extremely long tongue is creepy. And he's very very white so its even creeper. Plus he likes snakes, and the skin color could have something to do with shedding skin.
