Has to Alive Rinnegan Madara. He's shown to be patient, manipulative, and precise when it comes to getting what he wants. Never lost in this form. Something a leader should have.
2# Ms Tobi
For Tobi, I mean the powerful long haired variant and not the Rin loving one. He lad an S-rank organization, controlled a village, manipulative like his teacher, and strategic. Never lost in this form. Something a leader should have.
3# Pein
Pein, not his actually name nagato who cried for peace. This powerful and fear stricken variant was vouched from konan herself that Pein never lost (one v one he never did). He has an ominous appearance, controlled a village too, strong willed, and over zealous to lead for his cause. Something a leader should have.
