Orochimaru's ambitions were the greatest, Pain's actions had the most impact, Madara's character was the most entertaining, everyone else was trash.

Pain was the first villain with a truly powerful and menacing presence for me in the entire series. none other after had the same presence until Madara stepped out onto the battlefield and f*cked up the entire shinobi alliance.

Same. Overall Madara is without a doubt the best.

He had hype before he stepped on the battlefield. He def. lived up to it, though imo he surpassed the hype.

pain had the real villian feel in his arc with great fight scenes and alot of feels....especially when kakashi died and when we thought hinata died and naruto raging out and all.

especially pain, when i watched the pain arc in the begining i thought it was all over.

That feeling i had, i didnt even have one single ounce of it when kaguya was introduced.
