Which Villain Had the Best Vision/Beliefs?

Out of all the main villains that have existed in Naruto, which villain had the best vision? By "vision" I mean beliefs and perspectives that made them into the most interesting, deep character, not eye sight Lol.

Personally I will go with Pein/Nagato. His conviction and beliefs were so strong that he formed and lead the Akatsuki. He was the only villain who didn't get distracted and had no selfish desires in his mission whatsoever, and he really did think that what he was doing was going to create peace. I don't think his focus was ever wavered over broken (until TNJ master Naruto of course).
