That order. Taking the personalities into consideration too. You made the Sand sound better than it is btw. Creation of jutsu attribute definitely doesn't go to them imo anyway.

On nb that's only ever worthwhile if it involves support/bash of the four pillars of nds(i.e Naruto, Sasuke, Hinata of fodderkura) pedobito etc used to be popular in the past but not these days..

And Ot: Sand or stone, mostly stone because sand got only one tailed beast, I'd pick Konoha but I am not really fine with the sacrificial nature of Hokage.
