As in strong & useful ninja. Filler villages included and Naruto & Sasuke are excluded from Konoha's elite.
Which village has the best elite squads?

Do we even know of any legit squads from other villages besides the sand trio and whoever else we saw at the chunnin exams? Borutos ce’s where all “mysteriously” kids... almost as if the writers of the anime didn’t watch pt 1....

Squads in general and powerful/useful shinobi as a collective. They don't have to fall under an official grouping, but examples that come to my mind are The 7 Swordsmen, Konoha's intelligence group(I don't think it's official but it makes use of Ino sooo), and whoever the hell it were that invented the Hidden Cloud's cannon that was used in the movie.

Most such squads are in transition now, or defunct.
7 swordsmen of the mist in the previous rendition were mostly S-rank. They also had elite hunter nin.
Hidden Rock's demolition squad sounds badass, but not S-ranked
Hidden leaf has had many such squads. 12 guardians, anbu, konoha police come to mind. None were S-ranked, except the Sannin if you count them.
Hidden Sand basically has the siblings of sand, that we know of. They probably had some puppet squad too that we don't know of. And Pakura must have belonged to some such squad.
Hidden cloud had the Ginkaku Kinkaku Squad. They killed Tobirama, so they probably top the list.
