People say Kagami and Shisui. Lol
-Kagami wouldn't even raise his hand to defend his comrades and the standing Hokage (Tobirama) on that suicide mission. He was more concerned with himself, as were Danzo/Koharu/Homura. Only Hiruzen had the guts to do so, and as a result became Hokage.
-Shisui...a young adult who committed suicide when he could have created a body replacement to look like he "died" and that way the Uchiha forces would be down a bit. He killed himself instead of doing that and left a 13 yr old kid with the chaos. He had a good heart, but his decision making skills seriously need work.

Shisui would have been the best Hokage. His intentions were good.
