1. The Pure-Hearted
One who has nothing but good intentions for the people whom he/she rules. Does not act out of greed whatsoever. Puts the people over power and wealth. As a side effect of being too kind, his/her nation is weak, poor, and bullied by foreign nations.
2. Power-Hungry (Danzo-type)
Seeks to be the strongest nation no matter the cost. Gives the mainstream public decent lives, but holds deep dark secrets. Thinks low of other countries and will destroy them to profit his/her own nation.

You misunderstand Danzo, I think. He didn't act because he was hungry for power. He was just cold and calculating. He truly believed strong arm tactics were what would best suit the village for long term prosperity. I pick option 3: the leader who isn't afraid to make the difficult decision, and follows their best intuition to do what they believe is best for their home. Realizes they can't save everyone and will act out of practicality first.

I don't like your restrictions...

So basically:

Would I rather be good at the cost of being weak.

Or would I rather be bad with the advantage of being strong.

For one, power hungry isn't necessarily a bad thing. Everyone's power hungry to an extent. I guess it depends to what extent.

But, you did say the "Danzo type". A guy who would sacrifice his people for power?

I'd prefer kind-hearted, given the restrictions.

A wise, benevolent dictator... Caesar, Caesar!!!
Julius Ceasar was boss. Though, he wasn't that wise since he wasn't aware of the people plotting his death.
I hate leaders because they are selfish .. i love normal people & the freedom <3
Lol this is reality, man. Government is actually necessary.
i will go with number 2. but i will make sure that my nation has everything it needs and everybody will be equal
You would be a great leader.:D
The first one.... Never liked Danzo (The war, Yahiko Death, Destruction) mainly his fault!!
Yeah, Danzo is one bitch of a character. Hidan as well. He lost my respect when he threatened Itachi. No one disrepects Itachi. lol.
im ganna say power hungry because look how far he got the village i think in the end danzo meant well and cared about the village
He had good intentions, but made bad decisions.

I respect Danzo's love for Konoha, but he didn't give two damns about other nations, even if they weren't enemies.

Name one leader in real life whom was truly a good guy and still ruled a great nation.....I'll wait....
Unfortunately, a nation/empire/country can't become great without the leader getting his hands dirty, which wouldn't make him pure-hearted. Leaders whom are willing to do anything in order to make his country great usually isn't such a great guy.
Pure Hearted :)...!

I was going to put him as an example for "pure-hearted", but Minato was too good of a leader to make him a reference when talking about real life leadership. Minato seemed to have been a perfect Hokage and there damn sure aren't even perfect leaders in real life.

Lucius Quinctius Cincinnatus. Served as dictator to protect early Rome from three foreign tribes invading to protect his homeland. Immediately gave up his power to retire to his farm afterwards. One of the most stand up leaders of all time.

George Washington, Gandhi, Lincoln, Nelson Mandela, Muhammed, and Martin Luther.

There are quite a few out there if you open your eyes.

I'm going to pretend I didn't read the second part of that.

Lol well I don't have the greatest expertise in this area. So, I assume you're right and my statements are wrong. You seem like a smart guy.

I vote for neither but both of them you need kind hearted leadership who puts the people first but you also need someone who is willing to make the hard decisions that may not please everyone but allows for the better development of the country and its people this meaning not including killing people as that is no way forwards. Being kind hearted in every decision will not make a country prosper

In my opinion one who is power hungry never leads to benifit others, but themeselves. The desire for power and glory would lead this type of leader in to ruin for themeselves as well as their dominion.

An example would be Adolf Hitler. He probably had one of the most sophisticated and well trained and armed force in WWII (probably THE best); however, his desire for power and conquest lead to him attacking Russia with whom he had previously had a treaty to keep the two forces from fighting. This decision lead to one small European country taking on the British, French resistence, and the huge population of the United States from a western front and the enormous Russian front on the Eastern front. When you look at casualties the Germans didn't always have the highest casualty rate, but they lost because they didn't have the numbers or power. He wanted to establish the greatness of Germany, but his actions (as well as his infamous actions) led to both his and his country's downfall!

A pure hearted leader is one who thinks of the risks not only to himself, but to those he is in command of! They also bring a positive sense of encouragement to their subordinates as well as the willingness to put his life in danger before that of his or her men/women!
