No way of knowing yet, I assumed he was Muu, since Muu was onoiki's mentor and this guy seems to be such... However it could be the first Tsuchikage with how old Onoiki is

Unless Muu got a huge appareance change it must be the First Tsuchikage. Would also make sense considering the young age of the village at the time.

he's probably the first. Oonoki was around 10 years older when Muu was shown along with oonoki vs Madara. This tsuchikage was quite old, and he has a different personality from Muu also. This guy seems to share the hokage mentality, whereas Muu was more of a cynic.

I think that's the Kamizuru Clan clan 1st tsuchikage , if you look carefully he doesn't have muu eye's or nose .
