Reason Hiruzen is there is firstly because in the DB he has a 5.
His hype for mastery of ninjutsu which gave him professor would mean that he practices ninjutsu alot therefore you'd expect his seals to be very good and no wonder he got a 5. Though yes i see what you are saying, however knwoing Hiruzen's scores is why i added him.

And Minato's handseal speed in DB is? Again you give baseless assumptions as usual concerning Minato. Not as if i should even wait something else from your biased posts anyway

Never included madara, hahsirama, etc either because they have no feat or hype regarding handseals :T_T:.

Itachi and Kakashi reign supreme. With hiruzen is hype for professor and feat in the DB of 5 was enough to take 3rd. Also so far from minato's arsenal some either do not require seals or not a lot of seals.

Btw in the manga many ninja's with lower handseals in the DB, the manga still shows their hand.
Kisame seals in the manga seems fast [
