And no Chakra Scapel is an advanced version of gentle fist really, It can do just as much damage and has a longer reach.
No one could replicate Tsunade's technique, not even Shizune, but Sakura.
So it isn't a case of a skilled Hyugga, they pale in comparison, yes they have a high level of chakra control, but Sakura and Tsunade have perfected it and reached it's absolute pinnacle
