I'd say the summonings of the sannin

There are many strong ones, but I'd probably consider as top level:

- multiheaded dog for being extremely resilient.

- snake-tailed chameleon for immense tactical advantage.

- Shima & Fukasaku for granting sage mod.

- Katsuyu for being the best defensive summoning ever (saving a whole village -> imba)

- the stomach summon by Jiraiya because it basically gets rid of most of the other summons in this list including the almost-immortal dog.

The best summoner is overall Jiraiya, probably.
