All of them are great,it depends of the skill of the user of SM.
Jiraiya had incomplete or not perfect sage mode,so he is not the strongest.Kabuto has perfect sage mode,plus he has the snake to absorb natural chakra for him so he is also pretty badass.
And the others also seem fine.It seems that hashirama's SM is the strongest since on his base level he is the strongest.
