I'd say Shino and Choji.
Kiba at times seemed to me even dumber than Naruto (we're talking way at the beginning), he kept ridiculing Naruto and he himself needed a dog to carry him through his fights.
So Akamaru is also underrated.
Maybe Kiba is actually disabled and Amakaru is his service dog... Hmmm..
