All ninja in the show are oppressed tools to a larger shinobi system. The kanji for Shinobi is literally the same as 'those who endure'. Anyone who has fell to hate or killed in the name of revenge/their nation becomes a tool. This isn't anything to be ashamed of, it's simply- who carried the most hate and let it change them? To be fair, the only existing character to not do this by default of their upbringing and surrounding is Naruto Uzumaki.
Here's a list of ninja who contributed to the Cycle of Hatred. Let's discuss and improve the list.
1.) Sasuke Uchiha (Completely gave into revenge for a time. Beyond that he remains the absolute antithesis of Naruto's Ninshuu messiah ideology.)
2.) Obito Uchiha (Also Madara by default, completely wrecked the ninja world and incited chaos from Kyuubi to Sasuke's corruption.)
3.) Danzo Shimura / Hanzo The Salamander (There are few disputes in the NV that Danzo and his crew aren't behind in some form. I almost put Itachi in here but Itachi was just the unlucky soul to have to clear up after the Uchiha/Konoha tension. Hanzo is arguably worse because whilst he doesn't have as much exposure, he was once a just good leader who succumbed to hate.)
4.) Tobirama Senju (Still a hero of his time but his existing bias towards the Uchiha created the start of problems that would manifest later. Almost immediately the Uchiha and the Senju were segregated again.)
5.) Hiruzen Sarutobi (Lack of backbone with Danzo, fought in many wars, failures as Hokage caused some of the biggest problems in Konoha's history.
6.) Ay (General Raikage lineage seems to be very hostile and active in inter-national events, wars and attacks.
7.) Orochimaru (His evil deeds don't really incite revenge from anybody in particular and nobody really went to war for or against him but his raids killed many, worked with Danzo and he created many hate-filled ninja.
8.) Gengo / Zabuza (Both planned to set the ninja world free with his revolutionaries by overthrowing and killing the Daimyo, reverting the world back to a savage king of the hill situation when the war had just ended & BZ defeated.)
9.) Nagato (Pain did a lot of damage and his ideology would've played right into BZ's plan and literally embraced the oppression for a relief worse case scenario situation.)
10.) Kisame Hoshigaki (Blood-thirsty ninja all round who killed many but unlike the ranks of Kakashi, Itachi and Third Raikage- he was also a voluntary conspirator of the Akatsuki, aware of Tobi's identity and still willing to involve himself and kill in the Akatsuki's name. Killed the 4 Tails. Viewed himself as an inhuman tool.
