Which shinobi has the highest chakra levels?

It can't be someone that has a tailed beast sealed inside him and it can't be an edo.

You can choose from dead or alive people but state reasons to why you think he/she has the highest chakra levels. And don't choose someone that we hardly know anything about like Hashirama or Tobirama for example. Surely both of them were strong but we don't know anything about there chakra levels.

Obviously So6P & sons. However, aside from them it's Kisame because he's not known as the 'tailles tailed beast' for nothing. Also it can probably as well be Nagato:shrug: After all, he did have the rinnegan for most of his life and did use all of it's jutsus.

Nagato had a fu*kload of chakra. He fought against Konoha's shinobi, destroyed the entire village, fought Naruto and his summons and still had enough chakra to revive everyone in Konoha.

Now imagine what kind of beast Kisame was if that same Nagato stated Kisame had more chakra than him.

Hmm... Naruto (even without Kurama), Tsunade, Nagato and Kisame, I guess, though he had those chakra level thanks to Samehada.

Wrong. Samehada actually ate from Kisame's chakra. He's the first one that comes to mind on this topic. He was known for his huge chakra.
