Mito Uzumaki <(I doubt it. but I have to imagine she's prolly the number 1 strongest female)
Mito managed to seal the entire kyuubi something Minato couldn't do and was only capable of sealing half.
Is there anyone you can think of. Maybe an Uchiha... or someone that hasn't done much?
