Yeah I think so too that's why it would kinda be weird if when they defeat the Juubi + Team Uchiha, Kishi will prolly use the 4 Hokages and Oro to be the next villains which will be kinda sad since they aren't as top dog as the Juubi itself or idk. I could be wrong.

The Juubi alone is greater than the four kages so in my opinion ,option 1.

While the hokage are trolling the Juubi pretty hard right now, it's not done yet. And Madara and Obito are both power houses currently. 'Specially Obito's Kamui and only one ninja capable of fighting against it without much difficulty.
