Which Raiton users would Suigetsu still defeat?

It'd fry him a bit but it wouldn't solo him instantly. Depends on the attack. He can still drown the enemy or attack them close range with the biggest steel sword in the NV to prevent them from using their long-range jutsu.

TBh, a lot of people. He still gave Darui a hard time and darui is high jounin/low kage or so... Any standard jounin will still have trouble against suigetsu; He's a very good swordman after all.
