You can say that for every bad character in existence.

None of the characters would be boring to the majority if Kishimoto at least gave them spotlight. You can see that characters whom at least get some, like Shikamaru for instance, or Rock Lee, became fan favorites.

I say she has some room because she's a secondary character unlike lee and shikamaru. And given her predecessor, she has room to expand in her capabilities to the likes as Tsunade but in a much more grand scale.
