Sasuke's plan is better and more possible, since all hatred is only focused on one person and it doesn't really inflict fear at a scale of Nagato's plan, also if you think about it, Sasuke is just following into Itachi's footsteps,so eventually by taking all hatred on himself alone, he too is going to fail,at least in NV

but it's still a better plan then Nagato's, since it doesn't suppress everyone through fear, but that's just my opinion.
