Exactly. Rinnegan IS hidden by hair, so activating it would make no difference to an approaching stranger as they would not he able to see it. However in case they are unfriendly, it would help Sasuke to combat without wasting time. It is much more useful to ask a question nicely first to a KID, any KID. Then if they are hostile , he can use appropriate force. But not when a person is approaching them and has not attacked.
