the war arc that is happening right now is to kill off lose end fodders that kishi does not have an unlimited amout of time to explain or go into detail/potential, so basically its going to set the standard scale of power in the narutoverse, then giving naruto/sasuke their final powerups to set the stage for the epic battle the whole series has been building up to. Naruto will win, sasuke will ask for forgiveness on his deathbed and naruto will become hokage.
