I know everyone would say tobi and itachi uchiha. But Konan would of killed tobi if he didnt use izanagi. If Konan used her millions of paper bombs like she did with tobi she could be unbeatable. Right now if tobi dies he can't use izanagi anymore and the only uses his space time jutsu. Itachi is strong but was limited by the use of his MS. Pain is also strong but limited because he used a lot of chakara. So which one is actually the strongest one?
